Create separate tarballs for socket_vmnet and qemu

We always want the latest Lima binaries, but for qemu we may need to delay updating in order to support older Linux and macOS releases.

E.g. there are no more Github runners for macOS Catalina and Ubuntu 18.04, but we still ship builds supporting them.

We will probably stop supporting Catalina in the next release, but at the end of the year we may be in the same situation again with Big Sur.

Separate binaries for Lima have been implemented via the rancher-desktop-lima repo and releases. socket_vmnet and qemu still need to done.
