Set-NTFSOwner cmdlet is not configured to support ShouldProcess (adding the Whatif and Confirm switches). Kevin Marquette has an excellent article explaining its use: https://powershellexplained.com/2020-03-15-Powershell-shouldprocess-whatif-confirm-shouldcontinue-everything/
I know how to add the functionality in a PowerShell script and I am currently adding this functionality into my own scripts that use this Cmdlet. I am not familiar with .cs files.
