for n >= 41, the constituent single qubit rotations are smaller than the tolerance we use in the gate counting code to turn rotations into cliffords. There's some legacy-based inconsistency where we would try to interpret single qubit rotations as cliffords but wouldn't give the same treatment to multi-qubit controlled rotations.
