#14 (comment) describes another RFC that defines the notion of reputation associated with a PeerID. Reputation should build upon Peer Identities, and Registries a user subscribes to should be a source of identifying how to prioritize peers based on a variety of factors. There's lots of work to do here, and I don't see this as a high priority quite yet, as we need to get at least the planning of registries right and some solid simulation testing before moving on to this.

I'll come back and add detail to this later

@ramfox is starting to ship code around this: qri-io/registry#16
time to open up an RFC outlining our current thinking. Ugh so much to do.
