Get VAA endpoint does not validate the recency of the price

There might be some use cases that the caller of getPriceFeedUpdateData (or similar methods on client packages) is not sure that the VAA is recent enough and it might yield to a transaction rejection (either in simulation or on-chain). It is better to add an endpoint or handle this in a better way.
