The DropHandler does not get called on a UserControl

Not sure if I am doing something wrong or if its a bug. But the DropTarget functions in my ViewModel dont get called for some reason when i try to apply it to a User Control. It does work if i try to do it with a regular preset control. Thanks if anyone can help :)
