Create a proposal surrounding this work

I'm not aware of the decisions that led to this work beginning, but I think we need to establish the habit of creating proposals around the work that we're doing as a DAO, in order to give context to the rest of the DAO members and onlookers as to what we're up to.

Thanks for raising this up and throwing it in the issues. Definitely helps pull it out of the forum and into the more clear "to do" pile for me personally. I'm going to be writing this out as a forum post today. @0xTranqui had also pointed out getting a proper DAO prop up for compensation, but I think your notion to write this out in the forum first has a lot of sensibility in catching people up first, @salieflewis.
