Goal: Release Mesa 0.9 before the next dev meeting.

@EwoutH and/or @dmasad if you would be pulling to triage the recent pull requests and post in this discussion what action you recommend (e.g. review and merge) that would be great.

Major initiatives upcoming:

Santa Fe Institute Complexity Explorer -- SFI accepted our proposal and are doing the resourcing and set up on their end,

cythonize - @rht has done some initial experiments with excellent results. 8x speed up without optimization, 16x speed with some optimization.
