dwc3: disable phy suspend and runtime pm #136

RPL platform dwc3 need disable phy suspend feature otherwise it will enter suspend state during udc function switch. Test Done: Use script to perform adb reboot, adb wait-for-device and adb root 100 times. Adb device is not lost.
