Milestone: Complete Composable DHT Specification

Being a bit more precise, I believe we want to get to a libp2p/specs spec that could be moved to "Candidate Recommendation" as soon as we have the implementation (TODO: add link to tracking issue)

I have heard (might be wrong) that this work also encompasses backfilling the current kad-dht spec to be accurate to the current state of affairs so there is a clear diff of how things are changing.
