Electrum-LTC Testnet 4.2.2.1 shows a green circle in the bottom right as "connected and synced".

However the address of the wallet I tried sending to from a testnet faucet, it shows as completed and confirmed on the blockchain, but Electrum LTC Testnet shows as "unpaid".

It appears it's not really connected or synced to the blockchain. Any fix to this issue? I've already disabled firewall completely and it's still not connecting.

Make sure you are connected to a testnet server that is at the right block height. It is relatively easy to create blocks on testnet, so it is not unusual to run into multiple competing forks of the blockchain.
