Content request

Add a pallet to the runtime tutorial uses the Nicks pallet which is not a part of the polkadot sdk anymore.

Nicks was removed
paritytech/polkadot-sdk@dc4a455

These two tickets could be closed after rewriting. They are referencing Nicks, which is deprecated.
