Suggestion

I love this sample! I've had the idea to make the lists that contain (aka Available Tools) and store (aka Personal Tools) the links configurable. By selecting the target site with the two two necessary lists and the lists themselves in the property pane, the need to provision the lists within the same site where the web part is deployed would be eliminated.
This would offer an even more flexible approach to centralising the configuration from an administrative or maintenance point of view.

Therefore, I would create a PR that contains my code extensions.
