Describe the bug

Incorrect Page Editor vertical width calculation and scroll when Chrome Side Panel is open

To Reproduce

Steps to reproduce the behavior:

Open Page Editor
Open Sidebar

Actual behavior

There's a horizontal scroll
There's a vertical scrollbar

Expected behavior

Page Editor content resizes
Vertical scrollbar is only shown if necessary
