Is your feature request related to a problem? Please describe:

Describe the feature you'd like:

BR operator can enhance br resilience when there is transient failure, which is not recoverable by BR kernel, scenarios include:

BR pod is killed or evicted
full backup or full restore fails but checkpoint is still valid
log backup runs into paused status, and gc ttl is still valid

Describe alternatives you've considered:

Teachability, Documentation, Adoption, Migration Strategy:
