Adds the binlog-drainer synchronization time monitor

在binlog的监控面板里面只有drainer的checkpoint TSO指标, 还要用此指标与本地的时钟进行人工对比判断同步是否正常.

此处建议在binlog-drainer的面板中增加一个小模块, 也就是将checkpoint tso与当前的时间戳直接换算显示出来. 这样能直观的看出同步时间差有多少, 无需人工再进行判断.
