Improvement description

Check what can be done without BC break:

Remove support for php < 8.3
Remove support for dbal < 4
Upgrade nesbot/carbon
Upgrade phpoffice/phpspreadsheet
Upgrade webmozarts/console-parallelization --> in combination with all the other bundles
