Table of contents are large and intrusive

For example, check out the table of contents at http://www.phyloref.org/about/ -- the Table of Contents/Overview is huge and interrupts the reading. Hilmar has determined that this is being rendered by https://github.com/phyloref/phyloref.github.io/blob/master/_includes/toc.html, so it's possible that we could tweak that or the CSS to reduce the internal spacing in the TOC and float it to the right so it doesn't interrupt the reading flow. It should probably also be moved up, so it's beside the page title rather than the first section heading.
