Copy terms we use from other community ontologies into our ontology

They should initially be copied into the scratch ontology and then term requests can be made by creating new term requests on the Phyloref Ontology. This would allow us to provide project-specific definitions for those terms, protects us from remote ontologies being taken offline, and prevents reasoning errors if different ontologies we import contradict each other.
