I learned recently that to meet WCAG success criteria 2.1.4 Character Key Shortcuts, we need a mechanism to either turn off hot keys, remap hotkeys, or only have hot keys available on focus.
The third option "available on focus" covers most of our current hot key behavior. There are a couple however, that might not require focus. In addition, when I asked WCAG experts on the interest group list, one said requiring focus was not enough, and that we need a way to turn them off.
I suggest a query parameter for now, and in the future an option in the Preferences menu under the Input Tab would be ideal.
