Figure out how to package PGXS-compiled distributions. Write up a plan for how to integrate it into the CLI, via the “Trunk Packaging Commands” specified in the CLI Sketch (i.e., pgxn trunk build).

Start with the POC, which augments the PGXS Makefile to add targets to create a trunk package.
