add de-formal to locale

Hello,

on most render server I'd installed, I copied the locale directory from de to de-formal to be able to create German PDFs when mediawiki is set to de-formal as default language.

Is it possible to include a link or just a copy of the folder "de" in future releases or (the best way I think) to change the language switching method to use "de", instead of "en", if the mediawiki is set to "de-formal".
