Effort required to implement 'export -f setuppy' ?

Background:

• I'm migrating some older projects from poetry to pdm
• I use a packaging tool that converts python sdists into other formats (.e.g .deb, .rpm): https://github.com/jordansissel/fpm
• The conversion tool needs to run python setup.py
• In Poetry, I can configure the poetry backed to "synthesize" a setup.py into the sdist on every build and the world is happy

Now I'm stuck at trying to do the "synthesizing" of the missing minimal setup.py when using pdm.

I see that provisions for setup.py exports have been made, but now need implementing.

I see that the beginnings of a setup.py generation are in pdm-backend. https://github.com/pdm-project/pdm-backend/blob/8a64b0af648a41a87ffed524e2c77a6cd60d6bd8/src/pdm/backend/hooks/setuptools.py#L17-L31

What would be rough estimate for the size of the effort to implement export -f setuppy?
