Remove or replace PlaceSelect based on Algolia API #105

The PlaceSelect component relies on the algolia API which doesn't function anymore. Remove this code, or replace with code currently in the learning-circles repo: https://github.com/p2pu/learning-circles/blob/master/frontend/components/learning_circle_form/PlaceSelect.jsx
