Unable to submit proposal with custom transaction, simulation fails

Describe the bug
The simulation run appears to fail {"error":"Unexpected Error: Unable to simulate these transactions"} and blocks submitting a proposal here.

This is likely because the contract being interacted with here is a proxy.

To Reproduce
Steps to reproduce the behavior:

1. Go to create a new proposal
2. Add a custom action that interacts with the Base Portal

• can provide custom action if needed

4. Add details for the rest of the proposal
5. Submit the proposal
6. See error after simulation fails

Expected behavior
The simulation should provide some more information and let you override this. Assuming it's an issue with the simulation here.
