Summary: 168 packages finished [40min 9s]
  1 package failed: rmw_connextdds_common

It was discussed by Jorge and we concluded it probably was a problem with the nodes

windows-container-937a8903 all of these errors, and its build history is full of build regressions.

Overall, I think that this issue has "Stabilized" on this machine mainly because some builds before, were failing at different spots (error 1, error 2)

Flakiness in Windows (last month):

This flakiness corresponds to windows-container-937a8903 running in nightly jobs

This build was unstable: https://ci.ros2.org/job/ci_windows/18061/consoleFull#console-section-269 (and it built connext_common)

First time happening: https://ci.ros2.org/job/nightly_win_xfail/923/console
