Pre Spree 2.3 tax was calculated on the whole order and Whole Order Adjustments offered a great way to discount an order, but since Spree 2.3 tax is now calculated on a per line item basis.
Using Whole Order Adjustments on versions of Spree greater than 2.2 can lead to issues with VAT not being calculated correctly.
One solution would be to provide the same functionality that Whole Order Adjustments offered by writing new calculators for Line Item Adjustments, essentially migrating those legacy Whole Order Adjustments over to Line Item Adjustments and keep all the tax calculations correct.
