auth: enable updating key actions + indexes

As we continue to expand our use of meilisearch, we're running into situations where we'd like to update key permissions - specifically actions and indexes. Always having to reissue a new key and distribute it when implementing new features is time consuming and disruptive. I don't want to use wildcards, so that permissions are tightly scoped.
