Rate limit and tiers

Hi!

I'm trying to use API v3 to map water system locations to their representatives (for an OpenOakland project).
But I'm running into rate limiting issues.

Looks like I'm in the "default" tier. And if I look at this code, there seem to be per-tier limits:
Tier("default", 10, 0, 500),
Tier("legacy", 40, 0, 5000), # legacy v1 tier -- same as bronze for us
Tier("bronze", 40, 0, 5000),
Tier("silver", 80, 0, 50000),
Tier("unlimited", 240, 0, 1_000_000_000),

I'm assuming the last number (500) is total queries per day?
Not sure what "10" is? 10 queries per second? per minute?
Can you please elaborate on the actual API usage limits?

I have to make about 1000 queries to get a list of legislators. This would be updated about once per quarter or so. But for development, of course we might run this script a few times.

In other words, how do I upgrade our API key tier?

Answering one of my own questions:
I found the "rrl" library that implements the tiers.
The format is:
Tier(name="bronze", per_minute=40, per_hour=0, per_day=5000)

The only question that remain is:
How do I upgrade my API key tier?

Oh, and maybe the documentation should update the new rate limits? :)
