[FEATURE] Validate Namespace and Schema Category files using JSON Schemas

There are many infractions that the current spec linter misses that can be resolved by defining JSON schemas for the namespace and schema category files. Moreover, we also want to limit the OpenAPI features used in the spec (e.g. we only accept the vendor extensions defined in the DEV GUIDE), having these schemas will also enforce that.
