Major version changes breaking compatibility, does not compile. Need to identify new APIs for encrypt and decrypt. @joshpalis

@dbwiddis I'd rather we not upgrade until and unless ML Commons also updates their version here. This is mostly to stay in lock step with their encryption solution so that we do not risk introducing any new security issues on our end
