This adds DirList attributes to enable directory listing to each LIGO origin at CIT.

This adds DirList attributes to enable directory listing to each LIGO origin at CIT.
I am not sure what to put for the namespace
/user/ligo, but it would also be useful to have directory listing for that. Assuming there are no unexpected issues with this, I will also contact the admins of the Virgo and KAGRA origins and ask them to open pull requests for their origins, or tell me that I may do so on their behalf.
