I have installed a property set OLL.global, initially only for global property configuration filters.

However, this can and should be used for global behaviour of openLilyLib. The first thing I'll move there is the loglevel behaviour.

Create OLL.global property set

This is renamed from OLL.configurations (or OLL.presets)
and will now be used for other OLL behavioural settings (see #56)
