What exactly should go in the Core and country packages README and in the doc?
Most likely, the doc is a user documentation on how to use OpenFisca for specific use cases, and the README contains technical information for contributors… but this needs to be clarified, documented clearly in the Contribute section, and applied to the existing country packages.
