[DEPR]: pycountry in ecommerce (date TBD)

Removal

• Remove import Python library pycountry in ecommerce.
• Current usage: validate countries and states in basket form. https://github.com/edx/ecommerce/blob/e102d05c463aae3d8c55b0961726b834a1624c39/ecommerce/extensions/payment/forms.py#L23

Replacement

• No need to replace with another library. The country list in being generated from Payment MFE.

Target Dates

• Should be removed after White Label is phased out - date TBD. White Label is the only partners that use ecommerce basket vs. new Payment MFE.

Notes

• This library is being used in SDN Fallback work https://openedx.atlassian.net/browse/REV-1310 with this PR https://github.com/edx/ecommerce/pull/3138 as of Sept. 4th, 2020. Might be worth the discussion if it’s necessary or if instead could just extract the country with regex from the CSV file.
