This is probably a documentation task detailing how site admins can copy the workflows and config files in openedx-translations, and create their own projects in transifex to support the translations of their own proprietary code.
[Possible ADR] Add a standard CI translation file compilation linting check (that works in openedx-translations) to make sure the translation files are valid (current linting checks)
[Possible ADR] Figure out how Open edX Releases will work: creating a new branch with files, creating a new project in Transifex to track that branch, making sure everything is uploaded/downloaded correctly. BTR will probably have a lot of feedback
