In alignment to the work on updating the nodeJS build agent (#763) it is also now a good time to bring fe-angular to a new version (currently 13.3.0).

The update for fe-angular should be applied on master and 4.x.

Angular 13.3.0 still works with version 12 of the nodeJS-based build agent. An update of this version is tackled #763.

Please note: Since Angular is not shipping a linter by default anymore and also TSLint is deprecated, the support for TSLint will be removed from this quickstarter. A recommendation for adding ESLint support or a formatter like Prettier will be added to the documentation.
