Update the digest updater workflow for 2023b on notebooks repo

Update the workflow to include 2023b changes as N version of the image.

Acceptance criteria

• Run the digest updater with 2023b branch, check if the result correct.
• Fix the digest updater to follow the 2023b pattern for n th image.

We need to take care of and prepare the downstream repo as well for the 2023b release, here is the issue that points to all the necessary changes that are needed. #251

we would be updating the manifests in the in-repo.
