If there are multiple heading sources in OpenCPN that have ignores set, the radar plug-in still cycles between them. This causes the radar overlay to shift back and forth.

I cannot reproduce. I have a single NMEA 0183 source connection that has two headings coming in, $BEHDM and $AOHDT and I can filter just fine on these. What you cannot do is prioritise, so saying: only use source 1 if it generates data otherwise use source 2.
So please expand your information, showing the NMEA data from the debug log as well as the opencpn.log with VerboseLog set to 9. This should show entries like "SetNMEASentence $..HDx...".
