Fix up an off-by-one error in the test suite. It would be useful to retrieve only PDRs, as proposed by the pldmtool command, for a particular type: terminusLocator, stateSensor, numericEffecter, stateEffecter, EntityAssociation, fruRecord, ...
encode_get_pdr_req() could be enriched with a new parameter.
