• [SEMANTIC CONVENTIONS] Upgrade to version 1.24.0 #2461
• [PROTO] Upgrade to opentelemetry-proto v1.1.0 #2487

Optional:

• [BUILD] Clang-15 warning about __has_trivial_destructor #2321
• [API] Propagators: do not overwrite the active span with a default invalid span #2511

Yes.

The main reason for filling this issue now is to remember to cleanup #2442 before making a release.
This is just a placeholder for now, we have plenty of time before shipping 1.14.0.
