Is your feature request related to a problem? Please describe.

Current implemenation is to download the amd64_anax_k8s.tar.gz file and explode it to read the manifest file. Then we rebuild the tar file. Want to avoid rebuilding the tar file since we are seeing errors when something other than docker pull/docker save pushes files into CSS.
