CI monorepo splitting issues with publishing existing packages has been mostly resolved.

What isn't supported yet:

Creating a new repository where one has not be uploaded yet
Publishing the main branch to the target repositories
Publishing a specific branch to target repositories
Publishing all packages' main branches
