We should have a similar template README to the SDK README we have.

It should outline:

the purpose of the repo
link to CONTRIBUTING.md
- instructions on how to add component
- explanation of component_owners.yml
expectations of quality/ownership
explanation of release please (this may be better in CONTRIBUTING.md)
