You have a table of alias codes, that are used to make equivalences between ISO3166-1 codes (alpha-2 and alpha-3) but this table should also map the 3-digit numeric codes.
Note also that ISO3166-2 have also their own aliases, and status (such as former administrative divisions or codes part of a newer set which is preferable) or composition (add a "isin" property between ISO3166-2 entities with distinct administrative types) but these compositions are not necessarily hierarchic everywhere (e.g. in Spain between national subdivisions and regional subdivisions; however ISO3166-2 focuses only on national divisions, exclusing the subdivisions managed by local authorities/councils, an example is the "comarcas" and "provinces" in Spain, still used nationwide, but no longer used by all autonomous communities that have their own local system; or subdivisions in France managed by intercommunal collectivities with local sectors or "poles" spanning parts of several communes, but here also these are still not in scope of ISO 3166-2).
Some ISO 3166-2 entities have an ISO 3166-1 alias (e.g. overseas in France, or some dependencies of US, China, Finland, Denmark, the Netherlands).
