In order to pretend we adhere to semver (because no one actually does :p), write down what is and is not covered by semvar. What is our API. https://semver.org/

For example, if we say the parse output (plaintext list of IPs) starts adding [ ] around IPv6 addresses, that's probably a major change and should require a major version bump. If the state file format changes and we write code to automatically and cleanly do the change, I think that's just a minor bump.

Write down the policy.
