Description

有时，我们仅希望针对某个特定租户进行问题排查，但当前的系统粒度仅停留在集群级别，这导致了排查过程缺乏足够的针对性。

这块感觉需要从单独的功能上来说，
比如rca，这个可以增加对租户级别的功能增加。
对于check这类宏观上的测试，建议还是以集群+全租户的方式进行诊断。
