Description

CI: Update deps to 2024-09-12 release

Notable changes:

  • deps.qt: Revert Qt from 6.7.2 to 6.6.3 on macOS
  • deps.qt: Revert Qt from 6.7.2 to 6.6.3 on Windows

Motivation and Context

Avoid two known QTBUGs on Windows 11:

How Has This Been Tested?

We were previously on Qt 6.6.3, so this version has already been tested.

  • Bug fix (non-breaking change which fixes an issue)
