This ticket has two phases:

(urgent) @souzadevinicius to implement a generic DOSDP mapping CLI (Add a pipeline for matching DOSDP pattern files upheno-dev#47)
@matentzn to provide a PATO attribute - value mapping (Add PATO attribute-value SSSOM mapping #234)
@souzadevinicius to compute mappings for all uPheno templates to all OBA templates (using PATO mapping above)

This task is finished if a valid SSSOM file is created using oba.makefile in src/mappings/oba-upheno.sssom.tsv
