For staggered start scans when EARLY is specified, drudg starts recording EARLY relative to the nominal start time instead of the "data valid" time, thus defeating staggered start. It is unlikely that there is a need for this to be fixed. It can be worked around by setting EARLY 0 and extending the scan lengths by the desired EARLY amount. Staggered start is not a valid sked mode so it only has ersatz support anyway.
